Another thought provoking piece Tom! I like Edler but his 2019 report isn't his best work. He missed most of the demand-side measures Canada has (see here for more examples https://ised-isde.canada.ca/site/innovation-canada/en/first-things-first/help-canada-solve-biggest-challenges-our-time). I agree demand-side measures should play a bigger role, but retaining and growing Canadian companies/IP is, for me, the number one priority. It's a shame the new Canada Innovation Corporation has been delayed so much because its focus on this issue would hopefully have helped.

I do think getting demand-side measures right is a big part of helping retain and grow companies though. I think, ideally, that is done with some kind of assessment and ambition about specific parts of GVCs that we want to target, so we're really prioritizing company growth in areas where we can build a critical mass of companies. That needs to involve some balanced supply and demand side interventions to work.

Really enjoyed this. Makes me think a lot of the Canadian Roger L. Martin and the whole “what would have to be true for this to work”. There’s a Canadian risk aversion tendency to find the reasons we could never do this, and that’s the thing to get over.
As someone who came to innovation with a bit more of a customer or marketing lens, I have a bias for the psychology that can unleash the science and technology.
